A Roadmap for Advancing Early Literacy and Inclusion for Deaf Learners in Rwanda

A new policy brief from the Scaling Inclusive Early Learning with Deaf Children project calls for the formal recognition and documentation of Rwandan Sign Language (RSL) as a critical step toward improving educational outcomes for Deaf learners.

Drawing on evidence from Rwanda and international research, the brief highlights how consistent access to sign-language-rich learning environments improves learner engagement, comprehension, literacy development, and participation in school. It also outlines a practical roadmap for recognising RSL, harmonising its use across the country, strengthening teacher training, and expanding access to inclusive learning materials.
